Multi-Sponsor Study of Ratepayer-Funded Low-Income Energy Programs
 
APPRISE teamed up with Fisher, Sheehan, & Colton to conduct a national study of ratepayer-funded low-income energy programs. The study furnished guidance on the legal and regulatory framework needed to support these programs and documented effective practices with respect to program design and implementation. The following state offices, utility companies, and organizations were sponsors of this study:
