David Carroll has twenty years of experience in energy research. Mr. Carroll has served as the project director for a series of energy program evaluation efforts, he has worked with the federal LIHEAP office on low-income energy issues, and he has managed large-scale multistage area probability sample surveys.

Education

Master of Public Affairs from the Woodrow Wilson School of International and Public Affairs at Princeton University in 1984

Bachelor of Arts in Economics from Williams College in 1979

Areas of Expertise

Study design, data analysis, performance measurement, and survey design and management.

Recent Project Experience

Mr. Carroll is currently serving as the project director for the NJ Energy Star Homes Evaluation, the Colorado E$P Process Evaluation, and is leading the Survey Data Collection team for the NYSERDA Energy $mart Program Evaluation. He recently directed a National Multi-Sponsor Study of Ratepayer Funded Low-Income Energy Programs, the New Jersey Universal Service Program Evaluation, the Colorado REACh Evaporative Cooling Project, and several studies for the Federal LIHEAP Office.
