David Carroll

David Carroll, M.P.A.

Board Chair

APPRISE - Managing Director

Mr. Carroll is the Managing Director and Co-Founder of APPRISE. He has a BA in Economics from Williams College and an MPA from Princeton University. Mr. Carroll has over 25 years of experience in the design and implementation of energy research and evaluation projects. He is currently directing the National Weatherization Assistance Program Evaluation and survey data collection for NYSERDA’s Energy $mart Programs. He has provided research support for the Federal LIHEAP office, and utility companies and state agencies around the country. Mr. Carroll is an active contributor to the National Energy and Utility Affordability Conference (NEUAC) and the ACI Home Performance Conference (ACI).




Jackie Berger

Jacqueline Berger, Ph.D.

APPRISE - President

Dr. Berger is the President and Co-Founder of APPRISE. She has a BS in Economics from MIT and a Ph.D. in Economics from Princeton University. Dr. Berger has over 15 years of experience in the design and implementation of research and evaluation projects. Dr. Berger has directed evaluations of low-income energy efficiency and energy affordability programs for utilities and state agencies around the country. She frequently presents at national conferences including the National Energy and Utility Affordability Conference (NEUAC), the ACI Home Performance Conference (ACI), and the ACEEE Summer Study on Energy Efficiency in Buildings. Dr. Berger serves on the conference planning committees for NEUAC and ACI. She is a Leadership New Jersey Fellow.




Margaret Good, Ph.D.

Board Treasurer

i3 Innovus – Research Associate

Margaret Good has a BA in Psychology from Williams College and an MS and Ph.D. in Health Services Research from the University of Minnesota. Dr. Good is a Senior Director of Health Economics and Outcomes Research at i3 Innovus. She oversees all studies involving primary data collection including prospective observational studies and chart studies.




Rick Kasten

Rick Kasten

Rick Kasten has a BA in Economics from Harvard University and a Ph.D. in Economics from MIT. He served as the Acting Deputy Assistant Secretary of the U.S. Department of Health and Human Services, Office of the Assistant Secretary for Planning and Evaluation, Income Security Policy and the Deputy Assistant Director of Tax Analysis at the Congressional Budget Office.




Leslie Davis Potter

D&R Greenway Land Trust - Director of Development

Leslie Davis Potter has a BS in Public Administration from the University of Southern California and a MA in Counseling from the Claremont Graduate School. She spent seventeen years as the Executive Director of the Planned Parenthood Association of the Mercer Area, a non-profit organization providing comprehensive reproductive health and counseling services, community education and public advocacy to more than 13,000 women annually. For nine years, Ms. Potter served as the District Director for Congressman Rush Holt, managing his New Jersey district office. Currently, she is serving as the Director of Development for D&R Greenway Land Trust, a central New Jersey organization that preserves land and acts as its steward. In addition, Ms. Potter has been very active in local advocacy groups such as the Hopewell Community Committee to Save St. Michael’s and the Steering Committee of Concerned Citizens of Hopewell.




Scott Sillars

Scott Sillars has a BS in Forestry from North Carolina State University and an MBA from the Tuck School at Dartmouth College. Mr. Sillars has over 25 years of industry and consulting experience, with an emphasis on corporate finance. He has worked with public and private companies in a variety of industries including general manufacturing, healthcare, telecom, and aerospace. Mr. Sillars serves as the Chairman of Princeton Township’s Citizens' Finance Advisory Committee, a board that advises the Princeton Township Committee on financial matters affecting the municipality.
