David Carroll has 20 years of experience in energy research. Mr. Carroll has served as the project director for a series of energy program evaluation efforts, he has worked with the federal LIHEAP office on low-income energy issues, and he has managed large-scale multistage area probability sample surveys.

Mr. Devlin is currently working on the National Weatherization Assistance Program Evaluation. For the Indoor Air Quality Study, he developed training materials and data collection forms and instructions, and served as a lead trainer for study technicians. He was also responsible for contacting electric and natural gas utilities to request billing and usage data for the National WAP Evaluation Utility Survey. Mr. Devlin is also responsible for the contract administration and related reporting for this project. Mr. Devlin recently provided research support on the RECS09-LIHEAP Administrative Records Matching project, the 2010 LIHEAP Optimization Study, the New Jersey Energy Star Homes Evaluation, the National Multi-Sponsor Study of Ratepayer Funded Low-Income Energy Programs, the NEADA National Energy Assistance Study, and the 2005 RECS LIHEAP Supplemental Sample Development.
