Jacqueline Berger has 20 years of experience designing and implementing research and evaluation projects. Her clients have included the Department of Energy, the Department of Health and Human Services, the Department of Education, the National Science Foundation, as well as state offices, utility companies, and nonprofit organizations.

Dr. Berger is currently directing aspects of the National Weatherization Assistance Program Evaluation, the Columbia Gas Simple Energy Solutions, Home Performance Solutions, and Small Business Energy Solutions Process Evaluations, and the Ameren Keeping Current Evaluation. She recently directed the PECO's LIURP Evaluation, BGE's Payment Pilot Program Evaluation, and the NJ LIHEAP Advisory Services project.

David Carroll has 20 years of experience in energy research. Mr. Carroll has served as the project director for a series of energy program evaluation efforts, he has worked with the federal LIHEAP office on low-income energy issues, and he has managed large-scale multistage area probability sample surveys.

Mr. Carroll is currently leading the National WAP Evaluation and the Survey Data Collection team for the NYSERDA Energy $mart Program Evaluation. He recently directed the New Jersey Energy Star Homes Evaluation, the New Jersey Universal Service Program Evaluation, and several studies for the Federal LIHEAP Office.

Jim Devlin has over 21 years of experience in sample development, survey management, data collection, data processing, and technical writing. Mr. Devlin's clients include the U.S. Department of Energy, U.S. Department of Health and Human Services, many large electric and natural gas utilities, and energy-related organizations and associations.

Recent Project Experience

Mr. Devlin is currently working on the National Weatherization Assistance Program Evaluation. For the Indoor Air Quality Study, he developed training materials and data collection forms and instructions, and served as a lead trainer for study technicians. He was also responsible for contacting electric and natural gas utilities to request billing and usage data for the National WAP Evaluation Utility Survey. Mr. Devlin is also responsible for the contract administration and related reporting for this project. Mr. Devlin recently provided research support on the RECS09-LIHEAP Administrative Records Matching project, the 2010 LIHEAP Optimization Study, the New Jersey Energy Star Homes Evaluation, the National Multi-Sponsor Study of Ratepayer Funded Low-Income Energy Programs, the NEADA National Energy Assistance Study, and the 2005 RECS LIHEAP Supplemental Sample Development.

Kathy Davis-Morales has over seven years experience in small office management and marketing.

Dr. Kim is currently overseeing sample processing, data processing, and weight development for NYSERDA Impact and Market Characterization Surveys. She recently oversaw sample processing, data processing, and weight development for Alliant Interstate Power and Light Program Evaluation Surveys, and conducted data processing for the BGE Limited Income Pilot Payment Program Evaluation and the NJ SHARES Evaluation.

Matthew Swartz is trained in economic theory, statistics, and econometric analysis.

He recently conducted the usage impact analysis for the PECO LIURP Evaluation, provided statistical support for the NEADA Survey of LIHEAP recipients, and analyzed data to characterize the eligible population for the SMUD Low Income Program Assessment.

Ferit Ucar is trained in economics, program evaluation, quantitative research methods, and statistical and econometric analysis.

Kathi Barringer has over 25 years of experience managing survey research for a vast array of clients.

Lisa Courtney has over 24 years of business experience focusing on project management, process design, implementation and training.

Mr. Lenahan has twenty years of experience managing energy efficiency programs for state energy offices. He has been responsible for program design, staffing, training, and implementation. Mr. Lenahan contributed to the development of lead safe practices and core competencies for the Weatherization Program and lead regional research projects for zonal pressure diagnostics, worst case draft testing, CO testing, and Delta-Q duct testing. He has been invited to serve on national Weatherization advisory boards and conference planning groups and he received the James Gardner award for significant contributions to the Weatherization program.

Anne Worth has developed database applications for over 10 years. These applications include data entry screens that are used for evaluation data entry and data cleaning.

Arlene Shipley has been conducting energy research for more than 25 years. She has worked on all of the Residential Energy Consumption Surveys (RECS), and participated in many energy program evaluation studies.
